Proposition of the international festival of TV programs and TV films "The Northern character"  
(November, 17 - 21, 2008) 

The theme of the festival is "the North is one for everybody"

Mission - to unite journalists of the northern countries and create all the necessary conditions for penetration of cultural traditions of different countries.
To let people from all over the world learn how people live in the North. Give the possibility to media-men and producers from northern countries to increase the amount of their viewers. Allow young media-men to upgrade their professional level in production of TV-programs and films.

Official languages - Russian and English.

Organizers - the Government of Murmansk Region, TV company "TV-21" (Closed joint-stock company "North-West broadcasting"), Kola Mining and Metallurgical Company, Barents-press,   Murmansk organization of Journalists Council of Russia.

Criterion for participation - To take part in the Festival the programs of different genres, TV films and short films should be made by state, municipal and private TV companies located in northern countries (Russia, Norway, Sweden, Finland). 
TV companies have the right to nominate no more than one work (e.g. film or report) in each nomination. One and the same work cannot be presented in different nominations.
TV programs, reports, short films, videos and advertisement clips. The representatives from TV-company may bring the works right to the festival only in an exceptional case.

The  amount of the presented works from one and the same company is unlimited.

To take part in the competition of the festival you must present to the organizing committee the following documents:

 Application form for participation in the festival. (the form is attached).
 Each competition program should be presented in duplicate and recorded on BETACAM-SP, DVCAM - tapes or DVD disk. There should be text, leader strip, time-study and caption. Tapes with defects are not admitted.
 Programs (Films) should have subtitles in English. The printed version of the subtitles is obligatory.
By signing the application form, the applicants also agree that parts of their film presented at the Festival may be broadcasted on TV21, but only in special reports and TV-programs related to the 1st International TV festival "The Northern Character" 2008. Applicants having any restrictions on which parts of the film to be broadcasted, are supposed to provide separate video material for press purpose.

Summing up - The works are studied by the Expert Council. Members of which decide whether the work will take part in the competition or not.
The jury has final results after reviewing and discussion of the works. That will be in November, 2008.
The works given a laureate award are presented with the official prize and diploma by the organizing committee as well.
The results are announced in the ceremony of closing the Festival which will be November, 20, 2008.
The membership of the Expert Council and the Jury of the Festival will be confirmed by the special decision of the organizing Committee.

 Nominations for Festival award:

 "Go straight on to the North!" - films, programs and reports telling the stories of conquering the North and people who developed northern territories.
 "The Nordic character" - is a TV portrait. This story is about the peculiarity of people's characters in the rough conditions of the  North.
 "Boundless North" - films, programs and reports about the North nowadays. How peoples can organize their lives and job in the rough conditions of the North.
 "The voice of the North" - cultural program or a clip about artists, musicians, singers, creative groups who work very successfully in the North.
 "The North is one for everybody" - films, programs and reports about the experiment of the international cooperation between the northern countries.
 "The future of the North" - films, programs and reports about life of the young people and children.
 "The fresh outlook" - films, programs and reports made by a film crew from one and the same country about the peculiarity of life, cultural traditions and world outlook of foreign people.
 "The developed North" - films, programs and reports about the activities work of the largest plants in the northern territories, social responsibilities of business to the society and what contribution industrial companies make to the development of the State and life of its citizens.
 "The clean North" - films and programs on ecological topics, and careful attitude to the nature of the North.
